Strengthening Cybersecurity Capacity in Laos: Public–Private Collaboration in Action
On July 4, 2025, GDMS had the honour of participating in a technical seminar hosted by the Department of Cybersecurity (ກຄຊ) and the Department of Digital Technology (ກຕດ) under the Ministry of Technology and Communications of Lao PDR.
The event, held at the Ministry’s conference hall in Vientiane, brought together government officials, cybersecurity practitioners, and private sector stakeholders to explore two key topics:

Digital technology permission management systems

Practical techniques for secure use of ICT in public and private environments
Context: A National Focus on Cybersecurity
This seminar followed shortly after the review of the draft Law on Cybersecurity by the Lao National Assembly during its 9th Ordinary Session on June 23, 2025. According to the Lao News Agency (KPL report), the proposed legislation aims to:

Protect critical information infrastructure and personal data

Strengthen national and regional cybersecurity cooperation

Define licensing and technical requirements for cybersecurity service providers
The draft law highlights the importance of local capacity, qualified personnel, and modern facilities—priorities echoed throughout the seminar.
GDMS Presentation: Practical Cybersecurity for Laos
As part of the agenda, GDMS was invited to share practical insights on cybersecurity services for government and enterprise users. Our CTO, Mathieu Ploton (CISSP, CISM), delivered a focused presentation on:

Raising cybersecurity awareness among staff and users

Running simulation-based training (e.g., phishing, response drills)

Securing systems through hardened configurations and monitoring
-
Structuring effective incident response processes and escalation paths
These approaches are designed to help organizations in Laos meet evolving threats while supporting operational resilience and regulatory readiness.
The Importance of Public–Private Collaboration
With cybersecurity risks growing and resources still limited, the seminar reinforced the value of collaboration between public institutions and private providers.
